If you say an animal is drowing, it means it is in the middle of sinking into water so it can be rescued or saved anytime cuz it is alive. However, if you say it is already drowned, it means the drowing process is over or competed and then it can not be saved or rescued alive cuz it is already dead suffocated with too much water in the lung enough to block breathing.
